STATISTICAL STUDY FOR CAMPAIGN AND LOBBYING FILINGS
RECEIVED BY SECRETARY OF STATE POLITICAL REFORM DIVISION The following study details the number of campaign statements filed for the Calendar Years of 1992, 1993, 1994, and 1995. The statistics for 1995 represent only the 7 month period of January through July; as such they have been averaged out for the full year. This is followed by a brief estimate of page counts for the various filed campaign statements.
As a secondary count the following table breaks down the total number of 31,200 statements received in 1994 by each month in order to show the ebb and flow of receiving forms in an election year:
The size of each campaign statement varies greatly. Many statements received are no more than 1 page long, but some disclosure statements (such as Forms 419, 420, and 490) can number into the hundreds of pages. The following table gives estimated page counts for the campaign form table count shown above.
The number of lobbying forms filed cannot be as easily counted as the campaign filings. Two factors hamper an accurate count: the logging of each separate form does not occur in the lobbying online system, and there are no computer statistics extracting such a filed forms count. But a statistical count for the number of lobbying entities which file registration documents and disclosure reports is captured statistically. From these counts an approximation of the number of lobbying forms filed in a two year legislative session can be estimated. The following estimated counts first show the registration documents filed in a two year session, followed by the number of quarterly disclosure reports filed during the same two year session. The current session as well as the prior three sessions are tabulated.
The above forms count is based on the average number of active filers for any specific two year lobbying session. These calculations do not take into consideration any filed amendments changing registration information (Form 605), as well as any Termination or Withdrawal documents (Forms 606 and 607)
The above disclosure reports count is based on the average number of active filers multiplied by 8 required quarterly reports for each two year session.
