RE: Voluntary electronic filing planned for '98GREAT NEWS, everyone!
On Monday, Secretary of State Bill Jones will announce his plans to move forward with a voluntary electronic filing system for 1998. This is a major breakthrough on electronic filing, and represents one of the most significant advancements ever in California toward computerized, online access to political disclosure records.
The Secretary of State's advisory is attached below. Journalists and interested citizens alike are encouraged to come to the State Capitol this Monday, April 14 for the 11 a.m. news conference, which will be followed later in the day by the 3 p.m. Assembly Elections hearing, where AB 63/Cunneen (one of the three bills that would mandate electronic filing) will be taken up.
Below the advisory is a front-page story from today's San Jose Mercury News, which discusses Jones' plan as well as the findings of a Mercury News/California Voter Foundation survey of the 1996 paper filings, in which we found that almost 90 percent of filers were already using computers to produce their campaign finance reports.
On Monday I will send out the Secretary of State's press release announcing the voluntary electronic filing program, as well as review of the Assembly elections committee hearing.

Event Date: Monday, April 14, 1997Jones To Announce Electronic Filing Project for 1998 Elections Will Urge Legislature to Pass Electronic Filing Bill (SB 7 -- Kopp) to Mandate Internet Political Disclosure
SACRAMENTO --- California Secretary of State Bill Jones will unveil a new public-private partnership that will enable the voters of California to have Internet access to campaign contribution data as soon as the 1998 elections.
Jones will unveil the program and his office's new on-line directory of California's registered lobbyists at a news conference in room 1190 of the State Capitol at 11:00 AM on Monday, April 14, 1997.
Jones will also make an appeal to the legislature to mandate the electronic filing of campaign documents by passing SB 7 (Quentin Kopp, I - San Francisco) which will be heard in the Senate Elections Committee on Wednesday, April 16, 1997.
Jones will be joined at the press conference by Senator Kopp, Mr. Kelly Kimball, President of SDR Technologies, Inc., Kim Alexander of the California Voter Foundation, Jim Knox of Common Cause and other political reform advocates.
