RE: Vote on electronic filing delayedThe vote on SB 108, a bill that would mandate electronic filing of political disclosure records, has been delayed until Monday, August 12. The bill is authored by Quentin Kopp, and co-authored by Assembly Members Bruce McPherson, Jackie Speier, and Dom Cortese.
SB 108 had been scheduled to be heard by the Assembly Appropriations Committee on Wednesday, August 7, but was pulled off the calendar that morning because, according to McPherson's office, the committee's schedule was too long that day. David Whitlow of McPherson's staff has assured me that the bill will be taken up at the next Appropriations hearing, on August 12. If passed, the bill will be placed on suspense, which is where all bills with large appropriations (in this case, $750,000) go. Once on suspense, the Appropriations committee must take another vote to pull it off suspense - that vote would take place on Wednesday, August 14.
The Legislature is down to the wire now on electronic filing - they will adjourn the 1995-96 legislative session on August 31. Now is the time to contact your state representatives and share your thoughts on this issue.
For those of you who may be lost on the history of electronic filing legislation, attached is an August 7th editorial from the Sacramento Bee that provides an excellent summary.
