Illegal aliens do take advantage of welfare programs in the US. Influx of illegals also contributes to lower wages for the unskilled in the US.

My question is, how can most people I hear talking about this topic get so passionate about poor people illegally immigrating from Mexico and stealing welfare, not get at least as angry about rich cats in their own government who steal much, much more?

Probably because with time things will have cooled off. Under Obama's leadership people will be more rational and there will be an increase in the younger voting population which tends to support gay marriage, Having the referendum too soon might also impact on the state's revenue situation, or so politicians say.Turn out is usually better in even numbered years and that favor those who favor marriage equality.

Marriage is a religious (all religions) and social institution. It should not be controlled by the government in any way.

The rules of marriage should be defined by society. This would mean that each religion determines who they will marry. Other societal organizations can decide who they will marry.

The government should define the laws regarding partnerships based on other factors such as cohabitation, length of time for cohabitation, etc. Marriage licenses issued by the state should be abolished. Marriage licenses should be kept by churches like baptismal records. Other arrangements like property can be handled like any other contractual situation. The only laws that would need minor adjustments would be asset possession based on cohabitation and right of survivor-ship laws.
