-cause if you mail it -the register of voters will not get in time

Check with the Election office in your area...be sure they are legal and not just pushing votes for ACORN...because, they are all getting busted.

You need to get it to your local election office 7 days prior to the election. For 2008, that's October 28.

No, it has to be submitted 7 days before the election.

If you are now a resident of the new state, you need to register there. There is plenty of time before the election to do so. If you are still resident in California, the information you need is here:

If you were a "resident" of CA, you wouldnt be considered an out of state student.

As long as you are a student, you are not required to change your address or vehicle registration.

You would probably have to get an absentee ballot since you have to be a registered voter in the state of which you plan to cast your ballot.
