There are actually TWO competing initiatives, propositions 98 and 99. Proposition 98 does a LOT more than protect property from being condemned for private use -- it also prohibits all forms of rent control, and so far regulates government use of property that it may threaten future public works projects, such as roads, schools, and water distribution. It is supported mainly by landlords (mobile home park and apartment house owners).Proposition 99 was placed on the ballot by a coalition which goes across the political spectrum: Gov. Schwarzenegger, the League of California Cities, business, labor, and environmental groups.
One L.A. Times commentator advised: "Is it worth risking future public works projects, including water? Is rent control bad? If the answer is yes to both questions, vote yes on 98. If the answer is no to either question, vote no -- then yes on 99."
