Different states have different laws on the subject. Some states do NOT allow it at all.

If you are in the USA, there is no provision for referenda on the federal level. About fifteen of the states have provisions for citizens to initiate state-wide referenda, with varying degrees of difficulty for initiating them. Many cities and other local entities have provisions for citizen-initiated referenda. Check with a local election lawyer for the possibilities where you vote.
