Every state is different. You're going to have to do a little leg work. You may be able to get the form on-line, or you will have to call the local agency in your hometown.

Are you already registered? You may have to do that in addition to requesting an absentee ballot.

Write, call or visit the Board of Elections for your home county. A lot of Counties even allow early voting. In Chicago you can vote at your local Library and at some fire stations up to two months before the Election.

If you are going to be living at school for the three months prior to the Election and don't mind voting in that State's State and local elections, you can register there instead.

Call your county election board. Sometimes it's in the court house, often it isn't. And very often, your county election board will have an aabsentee ballot application form on line that you can print, fill out and mail to them. Once you've established that you need absentee ballots, it's only a matter of applying each year.

Good question, I am one of the millions of Americans who recently registered to vote. I grew up in TX, but I live in 3 different states and never knew where to vote but since I recently renewed my TX license, I bookmarked the page to vote by mail in TX. So, If you google your states govt page, it should have a link for an absentee ballot page. It will tell you how to vote by mail in your state.
