We Answered:

You have to register to be a mail voter when you register your affiliation (you can always re-register). A week or so before the election, they will mail you a pamphlet containing the voting information, and a seperate mail in ballot. You can fill out the ballot, and mail it out, and that's that.

If you hold on to it for long enough, you can submit it to a polling station, but that really defeats the purpose though.

It applies to all voting, local, state, and federal.
