MA is blessed with one of the lower Sales Taxes in the US. Eliminating the Income Tax would be rough on the working poor who pay little income tax but would be clobbered by a doubling of the Sales Tax.A proper graduated Income Tax would probably better serve the residents of MA than doubling the modest Sales Tax.

I do not know of any such states off the top of my head. I know NV can sell anything in a supermarket and WA wine and beer is available in the supermarkets. It would seem odd to be able to purchase only wine and not beer.Allan Said:

Winners:High income people, whopay less of a percentage of their income on "goods," will pay less of a percentage on tax.
Frugal people who don't consume much.
Losers:
Low income people with pay more of a percentage of income on "goods," will have a higher tax rate.
People who consume a lot.
Of course, it depends much on the details.
