Actually, there were 11,000 absentee ballots which were rejected.They were rejected on two separate occassions by local election officials. The 650 that Coleman is talking about were rejected mostly in counties controlled by Republican election officials that went overwhelmingly for Coleman in the election. Coleman has not explained why he believes that these ballots should not have been rejected. As such, we do not know with any particularity why these ballots were rejected.
There are three other groups of absentee ballots. First, there were 400 ballots that the counties believed were erroneously rejected when they took a second look. Each campaign vetoed about half of these 400 ballots. These are the ones most likely to be counted in an election contest.
Second, there is about 100 ballots that Franken believes were erroneously rejected that the counties rejected twice. For each of these ballots, Franken has provided a reason (most supported by affidavits from the voter who cast the ballot) why he believes the county was in error in rejecting the ballot.
Third, there are the last 10,000 ballots that currently (though this might change during the election contest) everyone agrees were properly rejected.
There are four basic reasons under Minnesota law for rejecting an absentee ballots. First, a ballot is rejected if the person isn't registered to vote in that precinct. (Considering that you can register at the same time that you vote, it takes being clueless to be rejected for this reason.) Second, a ballot is rejected if the person has already voted. Third, a ballot is rejected if the signature on the ballot envelope doesn't match the signature of the voter on the application for absentee ballot. Fourth, a ballot is rejected if the name and address on the ballot envelope do not match the name and address on the application for absentee ballot.
As noted above, there is not yet a compilation of the reason that each of these ballots were originally rejected or why that original decision is now being contested.
