LA is relatively low in foot traffic because it is so spread out. For concentrations I can think of, try 5th & Flower downtown LA at lunchtime, Olvera St., LA lunchtime and weekends, 3rd st Promenade in Santa Monica on the evenings, Colorado & Fair Oaks in Pasadena on Friday and Saturday night, The Esplanade in South Redondo in the afternoon.

We Answered:

The Venice Beach Pier has an enormous amount of foot traffic. The Westfield culver city mall, and the Ralphs supermarket, (on Venice blvd and Overland Ave), and are pretty good bets if you want to catch a lot of foot traffic.

The Santa Monica 3rd street promenade and the Santa Monica Pier are always thriving with a healthy crowd of shoppers. That might be a good place to scout out too. More inland, the 3rd street promenade (3rd street and Fairfax) is also very crowded.
