We Answered:

That depends on what level of the ballot you want to get onto. City - County - State election ballots. The first step is a petition. Each level of government will tell you how many signatures (of qualified voters) you will need to get your iniative on the ballot. For municipal issues, go to your city clerk's office - for county issues go to the county clerk's office - and for State go the Secretary of State's office.
