1851 in Massachusetts. Ballots were placed in plain unmarked enveloped for secrecy. Opponents argued that people should not be able to hide who they vote for. Different states devised different secret ballot plans but by the 1880's it was common practice.
The latest controversy in the U.S. about secret ballots involves military personnel only able to vote by fax or e-mail.

In the UK, the Ballot Act 1872 introduced it as there was a problem, with the widening of the franchise following the Reform Act 1867, of the skilled working class who were now able to vote for the first time being pressured by their employers or landowners to vote in a particular way under threat of being sacked or evicted. With a secret ballot, that pressure could no longer be applied.
