Actually, California politicians spent like sailors in a bar during the boom years and created more and more and more programs. Politicians like to blame Prop 13, but California's share of everyone's pay is significantly higher than it was *before* Prop 13 because auto license fees, sales tax, and every other tax and fee have been raised or added to the mix.

California politicians - particularly the Dems and alleged "moderates" like The Governor and Mr. Maldonado never met a vote buying give away scam they didn't like. They spend most of their time exhorting their followers to tax the "selfish" rich and transferring that money to their selfish supporters - everyone from subsidized developers and corporations to unwed parents and those who have numerous children that they cannot support.

Of course, taxing the alleged rich as a means of raising revenue isn't effective - the very rich leave the state or even the country, and many of the so-called "rich" actually work for a living and have extremely volatile incomes which decline faster than the general population's income levels during crises. Politicians, being unable to see past their own ambitions have not recognized this despite severe declines in income tax revenue over the past few years.

The reality is that the only way California can get out of this hole is to quit the corporate welfare scam known as "redevelopment" (which subsidizes big box stores and favored developers and receives 12% of the state's property taxes); end other corporate welfare scams including "renewable energy" and energy saving device subsidies which mainly subsidize large businesses and those who could afford the renewable energy/energy saving devices on their own; mandate that students learn enough English that they can graduate high school and become employable; quit subsidizing the production of children by those who can't afford to support them; quit subsidizing illegal immigrants; and quit wasting money on the other many corporate welfare scams.

Repealing the marijuana laws and sending users - not dealers - to rehabilitation instead of prison if they are not caught in the course of other crimes and expunging all records of their contact after five years would move a whole lot of people from potential less employable felons to productive citizenship. Repealing other drug laws might make since as the cost of handling the matter as a criminal affair instead of providing cheap drugs is not worth the social costs associated with the mass production of felons.

The state should consider boarding schools for children from the worst homes; children who are the product of gangster culture grow up to follow in parental footsteps just as children raised by respectable people tend to follow in the steps of their plumber, school teacher, accountant, engineer, mechanic, or electrician parents and pursue the education needed to be a productive citizen. The problem is that when if a child's daddy isn't married to your mommy, you live on welfare, and one or both is involved in an illegal trade the child is likely to be a parent out of wedlock, have children supported by welfare, and become a criminal.
