Finally, you don't wait for your country to be attacked because you're not 100% certain, people rarely are. I think you should read what Hillary said leading up to the war, she spoke about this precise issue, as did Pelosi and others. In fact, if you search "democrats + quotes + WMDs or Iraq" you'll see Dems were fairly certain about Iraq, and hence, voted for the AUTHORIZATION to use military force.
