Florida is a "winner-take-all" state (i.e., even win by a single vote and you get ALL of the state's delegates).Giuliani is betting his Presidential-political future on Florida (and has spent a lot of time/effort/ad-money in Florida).
However, there are some other "winner-take-all" states as part of Super Tuesday.
So, we need to wait until after Super Tuesday, and even that may not be enough to determine either party's presidential candidate.
