One must vote in one or the other primary by registering as one or the other.
The registration card is then stamped that one voted in one primary and cannot vote in both.

This has no effect on the National General election in November.

I can give you an example of how some voters can affect the outcome of a primary.
One or more voters can register in the "opposite" party from their real affiliation, so as to vote in the other's primary. They then vote for the most "unlikely candidate" to win an office, should they be nominated.
This can and has been done in "blocks of voters" in a precinct.
At the caucus after the primary, those same voters can choose their own delegates by sheer numbers and distort the votes at the national convention.

Texas has open primaries. Any voter can vote for anyone. Listening to Rush today, he was calling for republicans to vote for Obama to end the Clintons once and for all. Republicans know Obama will lose in a general election, Hillary, they are not so sure about.
