Some are. IKEA (which has a store in my community) has a great recycle center in the store and no longer provides plastic bags at checkout. Safeway has started selling reuseable canvas bags for $1 too. More shops need to take steps like this though.

The foreword: this is not always needed; again it depends on the type of report. In the foreword issues are mentioned which are not essential to the contents of the report, like: words of thanks, for whom the report was written, by whom and why etc

I'm not exactly sure if this is correct/relevant for your report.
