Very simple: Black cloths, cat ears and eye liner to draw on whiskers and a nose.

A bit more involved: Sew on a tail, you can cut one off an old stuff animal. Then add black mittens with pink felt paw pads glued on.

Cat ears can be found any where this time of year, (dollar store, target). You can even make them out of construction paper and a pipe cleaner and pin it to your hair.

Or wear all orange and poof up your hair big and messy and use bigger ears and you are a lion instead of a black cat.

I am trying to put myself back into the way I was when I was sixteen, and what I could get away with wearing. I think it would be really cute to wear jeans, heels, and like a corset top or something with wings/horns/ tails or what not. Those things are cheap, and you probably already have a cute pair of jeans you can wear. Put on crazy makeup and go out!

I always think the best thing is to make the costume interesting as to make for conversation and make it memorable.
I saw someone who went as a tornado or twister.. he had toulle (fabric.. don't know the spelling.. like netting) spiraling around him.. he had stop signs and cows and trains, and trailers etc. (all miniature) tied with string to the netting.. when he spun around the whirled around him.. it was pretty funny an d memorable.

A cat or catwoman.. very functional cheap and conservative. Just wear black pants and a black top (or black skirt instead of pants) And you can buy a tail and ears from any halloween story. Then just draw wiskers and a black nose.

Or you could be a princess and wear any pretty colored dress with a tiara and a little extra glitter on your cheeks.
