.Here's a little trick to save water that is completely invisible. You won't have to do anything beyond the initial installation, and it works in about 90% of homes out there.
Get hold of a brick. Clean it. Put it in your toilet tank. Put it off in a corner of the tank where it won't interfere with any of the guts of the toilet.
A brick displaces about a quart of water, so that's a gallon of water you've saved every fourth time you flush the toilet. These numbers add up.
If you have a low-flow toilet, this won't work because the commode is already operating on as little water as it can. But most of the toilets out there are the older kind that used an enormous amount of water to flush. Flushing about a quart less on each flush wouldn't affect their efficiency at all.

I would find a potted plant and jam a 3 foot long stick in the dirt inside the pot.Take an old milk jug and make a hole on the bottom of it that is about 3 inches in diameter.
Take the cap of the milk jug and make a really small hole in it.
put the lid on the jug.
Turn the jug upside down and use some kite string to tie it to the stick in the potted plant.
add water through the hole on the top (bottom of the jug).
You should see a small drip into the plant. This is saving water when watering your plants. The plants will get a drop of water every 10-20 seconds all day long without using large amounts at once.

This is quite a challenging assignment indeed:When it comes to water management, what comes immediately to my mind are the following inventions and/or water systems in the past which you may want to research more about:
1. aqueducts
2. irrigation systems
3. dams
4. reservoirs
5. geysers
Some important policies that you may want to implement to help reduce water consumption are:
1. Citizens must not pollute the oceans by dumping large amounts of trash (such as cans, bottles, glass), chemical substances, and/or other minerals (such as coal, copper, petroleum, zinc,etc.), otherwise they will be fined. Thereby, it is easier for the workers in your department to purify, recycle, and reuse clean water.
2. Washing Machines will not be allowed in households, rather only in laundromats in selected cities/towns. Citizens who otherwise cannot afford to pay to have their laundry laundered in laundromats must use other practical means, such as washing their clothes by hands in rivers, lakes, wells, and/or other bodies of water in their local city/town. Thereby, your department can conserve/save more water for other uses such as farming.
3. No public use of swimming pools is allowed.

depends where you live. In queens NY, we get our water from aquifers which are natural underground wells. Manhattan gets their water from resevoirs. Your water may come form either one even if you dont live in NY. They both fill by saving rainfall.The water then goes through a plant where its filtered and certain things are added like bleach to kill bacteria and fluorine to help your teeth.
To conserve water, you should shower instead of taking a bath, get a water saving toilet, turn the sink off when your brushing your teeth and only turn it on when you need to rinse your mouth, when washing dishes wet all of the dishes first and the scrub them down with detergent and then rinse them all off at once quickly, make sure you have no dripping pipes or faucets and try to recycle water. Place buckets outside of your home to collect water to water plants, and be creative. Theres tons more ways.
a creative way to save water is if you have a toilet with a water tank then place rocks in the tank. This is because when flushing the water drains and refills. The tank stops refilling when it reaches a certain level, the rocks will allow less water needed to reach that level therefore saving water.
