There may be some regional reasons, such as:

if the water budget in an area is positive (you have a heck of a lot of it) and it is impractical to divert that water to areas with negative water budgets, then using the water make the most sense. This is making several assumptions, of course: that current use of the water supply will not affect future use of the same supply (e.g. Minnesota typically gets plenty of rain, so conserving it for non-crop use would be silly; OTOH, the Great Basin region technically has plenty of subterrainean water, but increased usage in one area may take years before its impact is noted in a neighboring area).

You did not specify that you meant only fresh, potable water, but I expect this is what you mean. But, just in case it is not, then I can think of very few reasons for conserving sea water. It might be important, though, to define what we mean by sea water! The Japanese pay top dollar for small vials of fresh water "mined" from a deep-sea line (essentially a long hose) off the Big Island of Hawaii. And "sea" water (well...salty water) from the Dead Sea and Salt Lake are both depletable, but probably not good for much (to my limited knowledge).

Another thought...if we can mine water from icebergs (an idea that has come up every few years in magazines like Popular Science), then we have to refine our definition of conserve: we want to use all the fresh water available from the 'berg...but that isn't really the same as "not conserving," as it were.

The impacts of excessive consumption
There are many hidden effects of excessive water consumption, including :

Building more dams. This has severe environmental effects such as destruction of wilderness, creation of greenhouse gases from rotting vegetation, altered streamflows and degraded ecological health. It’s also very costly!

Maintaining other infrastructure for water supply and use. This includes costly upgrades and maintenance of pipes, sewers and treatment facilities. One metre of stormwater drain costs about $2,000 to install.

Erosion, salinity and desertification. Water consumption for agriculture alters the natural water cycle in many areas of Australia. This degrades production areas and intensifies other environmental problems such as landclearing and desertification. Salinity is said to directly cost Australia over 1.5 Billion dollars a year, but true figures are probably a lot higher than this.

Degradation of water bodies. Many of our rivers, wetlands and bays are degraded. This is partly due to the high levels of water extracted, as well as polluted surface runoff and stormwater flushed into them.

Water conservation is saving water. Using it only when necessary, and cutting out any wasteful usage.

Ways to conserve:
1. Take Shorter Showers
2. Shut off the water when brushing teeth
3. If it's brown flush it down, if it's yellow, let it mellow. :P
4. When doing a wash, fill it up (with clothes) as much as possible
5. Shut off hose (in summer) when not using
6. Shut water on and off while doing dishes, don't just let it run.

Reasons to conserve:
1. Better for our planet: The more water we conserve, the more we have left for both ourselves and third world countries suffering from shortages.
2. Saves money
3. Saves energy
4. Saves fish

the earth is covered with water.... 3/4 of the earths surface is undrinkable water....

much of our water is used in agriculture and manufacturing........this water should be reclaimed where possible and recycled.... doing so would reduce the contamination of ground water.....
much of our rivers and streams end up dumping into the ocean and lost in the cycle as overflow.... creating dams and reservoirs is one answer.......
the largest contributor to water contamination is run off from lawns and farming... the fertilizers are serious contaminators as much as and more so than industry which is next in line.....

sewage is the next in line as contamination to ground water....
