No because when water goes through the hydrologic cycle there's no guarantee it will come back to earth at potable water (most water on earth isn't). So you'd be wasting a known source of potable water for a slim chance that it might come back in some other place at some other time.But night watering can be wasteful because people don't see that their sprinklers need adjusting.
When water is absorbed into the ground it enters the water table and is a usable source of water. Much of our useful water comes from ground sources. Some does go into underground rivers that outlet at the sea, some does get used by plants.

I work as a writer and recently did an article on water conservation for residents around the Great Lakes region (yes, they need to be conservation savvy as well).The links below are the ones I found the most interesting, useful and up-to-date. The first one. "Toiletology" was rather funny as well.
Wasn't sure if you were looking at water conservation from the household level or the wider view, so the links also are ones that address both. Hope this helps.

Farmers and ranchers need to water their crops and livestock. That is the rules of agriculture.As for the effects on local wells when taking water from a river; two things happen. First, the demands put on the local wells are usually lessened. There is less need to draw water from the wells. The second thing that happens is there is less water in the river to replenish the aquifer that supplies the well. Basically, it is a null event; unless the wells are still being used heavily to get more water to the livestock and crops.
