When I was a kid, we had a very limited water supply. Here were some rules in the house.1) Showering - get all wet, turn of water, lather up, turn water back on for quick rinse...and OUT;
2) No toilet flushing for "#1" - only "#2".
3) Use the same soapy water for washing dishes all day. (No dishwasher)
4) To cut down on dishes to be done, use paper plates and disposable plastic ware (can be recyled plastic)
5) Same tooth brushing policy you named.
6) Only run washing machine when a full load can be run.
Outside of the house -
1) No lawn
2) xeriscape plants (native types, can survive without watering between rains and rainy season, once established)
3) NEVER wash down driveway with a hose.
4) Gray-water use on plants (requires use of special kind of soap, dishwashing liquid, and laundry soap that will not harm any shrubs or trees)
5) Wash cars with spray valve that can be turned off at the handle (actually, a car only needs to be washed a couple of times a year - a good wax job, a car cover, and a dry washing cloth or duster can keep the car looking very well).

1) Don’t let it run. We have all developed the bad habit of letting the faucet run while we brush our teeth or wait for a cold glass of water. Keeping a pitcher of water in the refrigerator or turning the faucet off while we brush our teeth can save several gallons of water each day!2)Teach your community. Just as it is important to conserve water in your own home, it is important to help our towns and cities save water by teaching others to use water wisely.
3)Wash only full loads in both the dishwasher and washing machine, or set the water levels to accommodate smaller loads.
4) Fix dripping taps and leaking toilets.
5) Close the hose. Letting the garden hose run faster or longer than necessary while we water the lawn or wash the car often becomes a careless and wasteful habit.
a coloring book would be much easier to understand for children.

Two minute showers or play a song and shower for the duration of the song as a timer. Put a bucket in shower to collect water for the garden or plants. Only flush for number two or install a half flush toilet. Install flow restricters on taps in the house. They aerate the water and you don't even notice the difference and they are cheap and easy to install. Screw them on the tap outlet. If you have money you could install grey water separaters or rain water tanks.
