Two reasons:

1). Our use of water far out paces the natural cycle to replenish and purify potable fresh water.

2). Our water treatment facilities to augment the natural water cycle use large amounts of energy that can be conserved if we make do with less water.

Places that require you to conserve water do so for a reason. If you didn't you would simply run out. Take the Colorado River for example, It supplies water to parts of Arizona, New Mexico, half the state of California, Utah, Colorado, Wyoming, parts of Nevada to include all of Las Vegas and parts of Organ. Right now its at an all time low, water levels fifty feet lower then what it should be. As our population grows each year in America if we didn't conserve in certain areas we would run out of water and no place to get more for simple things like take a shower. Hope this helped.

Even if water is "abundant" water treatment plants and distribution systems have only a limited capacity. You can build more plants and increase the size of the distribution systems that takes time. Some water tunnels have taken years to build.
Do you want to pay more taxes or water charges to finance these things?
