B) is correct. However, since this is always a partisan election i.e. Dems vote for Dems and Republicans vote for Republicans it boils down to whatever party is in the majority electing one of their own as speaker.

You could try for the rest of your life but the Bush-haters will never give him credit for what he's done.

Bush has appointed far more women and minorities to substantive positions - not just show-off jobs - than any president in history. Even top campaign and White House advisers.

His Africa initiatives and the Millennium Challenge have been all but ignored by the Black Caucus and the media which sent reporters along to drool over Clinton's projects which pale in comparison.
Bush's projects in Africa have made so much progress that they have turned the tide on HIV/AIDS and malaria in several countries and he has extablished permanent funding that will last for decades.
He is adored by the African Heads of State and more than 30 of them have visited Washington and were received at the White House.
Why wasn't this covered in the media?

Bush's Faith-based initiatives have been an enormous help in poor communities around the US and have enabled many charities to expand successful outreach programs in prisons, with substance abuse and the homeless.

School choices has made it possible for many poor and minorities to escape failing public schools for the first time and allowed them to enroll their kids in better schools of their own choosing.

Even the much-maligned No Child Left Behind program has increased achievement in most inner-city schools for the first time and has provided a means of measuring deficiencies so that resources can be better allocated.

Don't forget Mrs. Bush's literacy programs and her constant visits to schools throughout the US.
Even daughter Jenna got into the act.
She taught in an inner-city charter school in Washington, DC, with a largely Hispanic student body. The kids didn't even know that Miss Jenna was an important person. She was just their favorite teacher.
She later worked with a poverty program in Central America and met the woman with AIDS whom she wrote a book about.
Her sister Barbara also worked with a USAID program in South America.

Bush and his family really have done a lot, both as part of their official duties and personally.
Good people, devoted to public service.
They'll keep doing it too.
