There are several ways you can answer this question, and it depends really how long your essay is on how you can answer it.One way is to look at how the government is chosen. Every system for choosing a government is flawed but the current first past the post system has several failings. Perhaps if you look at this and its flaws you could talk about how not everyone in the country is represented equally.
Another possible area to talk about is the fact the UK is a constitutional monarchy. This means that the most important person in the country, the head of state, is a monarch, and is therefore not chosen by the people. Although the Queen has few powers, the fact that she is the representative of the country, but is unelected, suggests to some that there is a systematic lack of democracy in the UK. To these people, the very fact that she symbolically represents the country but is unelected represents the lack of democracy in the country.
You could also talk about the regional governments. Scotland has its own Parliament. Wales and Northern Ireland have their own regional assemblies. England however has nothing. You could argue that there is a lack of a regional government to represent only English matters. An example of this are education reforms. Education in Scotland is a matter of the Scottish Parliament, and therefore any decisions about education made in Westminster (the UK government) do not affect Scotland. However, Scottish MPs are still able to vote in matters of education which affect England and Wales, and not Scotland, therefore meaning that Scottish voters can affect English policies but not the other way around. This is called the 'West Lothian Question'. Also, the amount of power held by the various regional governments is different.

My answer may not be good for your essay. I am posting it for people to think about it.I believe most of the people in UK don't approve of your soldiers in iraq. But the democratically elected govt will not listen to public opinion.
I think people generally get a chance to choose the lesser of the evil
anytime. It is my belief that in any democracy , it is almost always the negative votes that decide who rules.
In my south indian state of Kerala , we have 2 fronts. One is right leaning , the other , left.
In every election they get changed for govt. People who strictly vote by party will always vote their party. The deciding factor is always the floating votes. And in our case , people vote to throw out a govt. So the other guys get the chance in govt.
Because most of the time , the people don't have much of a choice.

We've got more than two major parties, which allows for a greater breadth of political opinion. This also means that it's harder for the majority party to force new laws through Parliament.
