We may say that India IS a democratic country "in the real sense" because the majority of the population (demos) in that country wants or accepts their Indian society to be as it is. If the majority did NOT want the political and social layout of India to be as it is - to go on as it is - there would be taken concrete major political steps, there would be started movements, to change it into something else.For many individuals and minorities in India the issue of INJUSTICE is blatant, but they can't really do much against it - they have no immediate peaceful power at hand to try to diminish the injustice they believe they are victims of - because the top of the majority of India, its power, for obvious reasons doesn't allow changes into something else - doesn't allow to try changes into something that might be better for all.
The way the political layout of that country is, may be described as being based on millennial tradition and on the huge weight of those of inbred top castes who support the ruling class and the preservation of the existing social and power patterns and so on.
Some individuals or groups who believe they are victims of injustice because of the ruling democracy and of other aspects of power may wish to try to fight and to overthrow the current aspects of injustice - but that may cost too high sacrifice, money they don't have, money they can't borrow, and even imprisonment, bloodshed, etc. therefore a lot of human beings prefer to live on as victims, as slaves, even as PARIA, if just they are allowed to try to live on.
So, a will to somehow live on, and so habit, tradition, ignorance, fear, are the issues that characterize the current accepts of a democracy which for many is quite injust, unfair.

Why shouldn't there be? The word 'democracy' only implies the electing of a government by the public in a fair way. If the public choose to elect a government who imposes moral policing, then it is still a democracy. Democracy does not mean that everybody is free to do what they want.Marilyn Said:

It would require a treatise to deal with this subject.In short however,even if a party is in opposition a member should be given the right to
vote with the government,notwithstanding party discipline and affiliation,
if the issue is for the general benefit of the people.The role of the opposition is not just to oppose but to offer constructive criticism and where necessary full support to the government like the Nuclear Deal,
fight against terrorism etc.The ruling faction should also ensure that the constituents(in case of coalition government)don't get away with holding the lead party to ransom by trying to ram their agendas down
everybody's throat like the DMK in the matter of support to the LTTE.
The lead party should then stand its ground and if necessary resign and seek the people's mandate afresh.

There is no need, the only problem is many people find it an easy way to make money
