I doubt the answer is really that easy or clear-cut. For example, Bill Clinton created NAFTA and "balanced the budget" with funny financing similar to the ARM mortgages that are getting so many people in trouble. The economy looked good until after he was out of office because it took a while for the effects of what he did to show, and most people blamed W Bush because he was in office at the time. Not that he hasn't done anything wrong too, but Clinton was really slick about looking good while screwing the country, and I'm absolutely certain I could find examples from other presidents from both sides that did things that didn't come back to roost until the other side was in office.

What that article, and most of the Obama supporters fail to mention, but which Berg (a Democrat by the way) also points out in his lawsuit is that Obama was a naturalized Indonesian citizen, and that to regain his US citizenship he would have had to take a loyalty oath between the ages of 18 and 25. Proof of that loyalty oath is one of the documents requested.
