In a totalitarian government, there is one party rule, one government, no elections, no submitting and conforming politicians ambitions to try to win public favour, no fair trials, no appeals when there is miscarriage of justice, no dissent, no free speach, no personal rights or liberties, and things like religion and philosophy are considered threat to the government's absolute control, and everyone has to suck up to the government, believe every bit of propaganda and false information they feed to the public.I imagine Australia has much better conditions than that, personal freedoms, government officials trying to please the public or else they won't get elected to power, freedom of speech and opinion, etc...

The Six Principles of the Constitution/Government found in the Constitution of the United States are---Popular Sovereignty; Checks and Balances; Federalism; Limited Power of the Government; Separation of Branches; Judicial Review.Popular Sovereignty means the ultimate power rests with the people. Checks and Balances means that no one branch of the government can overpower the other branches of government. Each has a check on the power of the other branches. Federalism is the dividing and sharing of power between state and national governments. Limited power means that the government is restricted by the laws and the Constitution and it has to operate within the framework of the laws and Constitution. Separation of Branches divides the government into the Legislative, Executive, and Judicial Branch, each with its own powers and duties. Judicial Review gives the Judicial Branch the right to declare laws unconstitutional.

The purpose of democratic government should be to ensure that all the people have an equal say and equal influence in the governance of society as a whole.At truly democratic government would not be made up of representatives but would be directly mandated delegates subject to recall by their constituents at any time.
One of the problems with the current system of representation is that the representatives do not vote in line with the wishes of those who voted for them or those in their constituency who didn't. They vote in line with the party whip or their own conscience. Have you ever heard of an MP holding a public meeting in their constituency to sound out what people may think about any particular issue then going back to Westminster to vote with the outcome of such a meeting in mind?
Even with proportional representation you still get the problem of representatives acting in their own interests and not that of people who voted for them. Once the election is over the link between voters and those they elected as professional politicians is tenuous at best and ignored at worst.

I do not think the style of government or the status of economy have anything to do with fighting the war on terror. From my perspective, it would seem that to fight a war on terror, you start at home. Secure your borders, ports, and avenues of entrance and thoroughly check incoming freight, people, and economic transactions. I can tell you one way not to fight a war on terror is to be involved with conflicts resulting in the loss of human life on a foreign soil in which the country has no vested interested in other than financial gain. Fight the war with education and domestic security.
