As others have said, it refers to one's professed loyalty to the Democrats. From the end of Reconstruction until the 1960s - and after that only gradually - the former Confederate states voted almost wholly Democratic, federally and at the state level. Hence the saying that they would vote for a yellow dog if that's who the Democrats nominated. Once the Democrats under JFK and LBJ became the party of civil rights, southerners stopped voting for them so overwhelmingly.
