We Answered:

Dr. John L is correct..she won with a higher margin in the counties she did win vs those she lost. Districts delagates are allocated proportionally, with a 15 percent threshold they must meet in order to recieve any delagates. Within a district, if no candidate reaches 15 percent, the shall be the percentage of the vote received by the front-runner in the district, minus 10 percent. For example in Winston County Clinton recieved 85% Obama only got 12% of the vote..so he did not qualify for ANY of the delagates. In Greene county Obama won 80% and Clinton won 19% by reaching that threshold she is allocated a percentage of delagates for that 4%. The reverse would be true if Clinton had gone under 15% in any county, which she did not. The majority of counties were close enough that the delagate count was actually split fairly evenly.

Just as Obama got the same delegates in Nevada, though Clinton won the vote; all of the areas are divided so that one candidate may get more votes in an area with more delegates, yet lose the statewide vote.
