Both you and Saharaaj are right. There should be aptitude tests for both voters AND candidates. After a lifetime of reading the news, talking to people about what they think, and just listening to them, I have come to the conclusion that at least 80% of the adults in the US have no business voting on the Federal level whatsoever. They are completely clueless; they simply have NO IDEA what's going on.

The only thing I'd add to your basic idea is that there should be several levels of aptitude certification to reflect the different levels of government. Since the issues increase in complexity as you go from the local to the Federal level, the degree of aptitude required to vote intelligently also increases.
