We Answered:

The local bodies are intended to cater to basic services like conservancy, drinking water, roads, primary health, etc and no rule making or policy issues are of conern at the micro level. The intrusion of politics was thought unnecessary and even adversely affect the services. Precisely that is happening by the politicians poking their political interests in every way!

Rajeev proposed direct flow of funds to Panchayat because of the state politics interfering in proper flow to local bodies where they didn't have vote bank! It was unfortunate that the situation warranted such a step that de facto acknowledged the partisan role of state leaderships against people whom they could not attract by good governance! An elected govt should serve all people, not just its vote banks, but that has come to rule all over!

In fact there was a research study of the working of Panchayati Raj in Karnataka in the context of emergin leadership pattern in the 80's, published in 1989 in the Journal of Rural Development, which exposed the play of unhealthy competition among the winners and losers even after elections, even in those days! So experts insisted that local bodies should be manned by neutral activists who were committed to the proper local administration.

Everything is moving in wrong direction now. Rulers praise the judiciary if an adverse verdict comes against political opponents but disregard their orders when it is indicting the wrongs of rulers! The wasted food grains and those running the risk of wastage asked to be given to the poor have been negatived by the PM purely on premise of propriety to decide, rather than the merit of the advice!

Arrogance, greed and avarice are ruling the govts, from politicians, the bureacrats upto the lowest funtionary at grass roots! Entry of political persons have resulted in large scale of conversion of agrl lands to other utilities, because the local bodies have the powers to grant land use patterns! Politicians would spoil everything!

I don't see the point. If everyone knows when the elections are coming won't the politicians be campaigning 24/7 instead of doing their jobs? This is what happens in the US and I dunno if fixed terms have something to do with it.

All the local councils in Hertfordshire (bar Dacorum and Hertfordshire East) are up for election on May 4th. At the present moment in time the councils stack up thus:

Hertsmere: Con 25, Lab 7, Lib Dem 7 (Con maj 11)
North Hertfordshire: Con 28, Lab 14, Lib Dem 7 (Con maj 7)
St. Albans: Lib Dem 29, Con 17, Lab 11, Ind 1 (NOC)
Stevenage: Lab 32, Lib Dem 4, Con 3 (Lab maj 25)
Three Rivers: Lib Dem 29, Con 12, Lab 7 (Lib Dem maj 10)
