History of how presidential elections were started and why and who determined the guidelines? We Answered:
I assume that you are talking about he U.S. Presidential Elections. In 1787 the representatives of each of the 13 colonies met in Philadelphia and the result was the U.S. Constitution, up until that point the country was operating as a loose conglomerate of independent governments, based on the Articles of Confederation. The seven articles of the U.S. Constitution establish the structure, operation and duties of the various branches of government. Article II of the Constitution establishes the offices of President and Vice President; and lays out the rules governing their election, and their duties.
Below is a link to a site where you can read the U.S. Constitution as well as find information surrounding it's history.

In history of presidential elections which states have always voted for Republicans resp. Democrats? We Answered:
There is no state that has never voted for a Democrat.Since getting to vote in Presidential elections, the District of Columbia has always voted for Democrats, every time.
As for the states, none of them has ever voted completely Democratic or completely Republican in their history. Electoral college blowouts like what happened in 1964, 1972 and 1984 make that impossible.
