The Harper case outlawed the mandatory payment of a tax
in order to vote. This was called the Poll Tax. The tax was
used to stop African Americans and poor people, most of
whom were black, from voting. The lower Federal Courts
overturned the tax and the Supreme Court outlawed ALL
states poll taxes as a requirement to vote in state/local
elections. The 24th amendment was passed which banned
the poll tax un Federal and State Elections.
