Simple. It differs as it suits GOP. The same as experience. They use this to say "no experience". McCain only has the experience of being in the Senate longer and we see where his voting Bush's policies 90% of the time has gotten us though they try to spin him as a maverick. The GOP stands for "Grand Ole Party" and it is the Republican Party. It is just a term that is used for it. When we talk about the Rupublican National Committee (those who are in charge of the Republican Party) we are talking about the GOP.
