The best first step is to enact term limits for Congress. Two terms is enough.

Secondly, the campaign finance laws have to be abolished and in their place should be a simple full disclosure law.

Anyone should be able to give as much money as they want to a candidate but the candidate should have to disclose it immediately via some government reporting method as well as some public disclosure on a website or in the paper.

This would at least allow the average person to be able to round up some wealthy contributors that believe in their platform and give them a chance.

These are the two most important steps to making our election system more adherent to the common man and limiting the power of the people that go to Congress.
