We Answered:

Voting is the only real power that we have here in the US. Some of the uneducated and disenfranchised feel powerless to make a difference. We don't even teach civilics classes like Richard Dreyfus talks about here in the USA. We are loosing our belief that we have any personal power to change the world. We Answered:

During the 1st level, ratings is ruled out because they want to encourage people to answers because they want to register their opinion, and not because it’s not a fast way to get to the next level. As you know, they listen to the community, so as they find out more how people use the ratings to just score points to go to the next level and not for the spirit of answering, So they encourage the level 1 users to answer more than rating.

PHP. Keep the email address in the database - insert a new record if that address isn't in there and accept the vote. If it's already in there, tell them that that email address has already voted.

(How you're going to get their real email address is up to you.)
