That's a tricky question without a clear answer. While there tend to be some core values, conservatives and liberals do not always agree with their presumed compatriots and their positions don't always jive with their values.

At their core, conservatives believe in limited government while liberals believe in activist government. These assumptions do not always hold true, though. In the case of abortion, for instance, "conservatives" generally would prefer that the government do more, by stopping abortion from being provided, while "liberals" generally would prefer the government to do less, to let personal and medical preference decide.

Similarly, "conservatives" tend to prefer a more activist military, while "liberals" tend to prefer a more limited military.

There will always be a Conservative -Liberal continuum. People will always be relatively more liberal or conservative than someone else.
