1) More pesos to buy foreign currencies, usually done by money supply increase directly or via lower interest rates
2) Lower tarriffs and less retsrictions on how much and what can enter the country
3) tightening of domestic credit is usually an increase in lending regulations from regulated banks or an increase in interest rates

I don't know what acquiring more funds means, that doesn't seem to be a complete thought regarding the rest of the government alactions you are talking about as displayed

We Answered:

Liberalisation here generally means trade liberalisation. A country which earlier restricted import from other countries decides to effect trade liberalisation by allowing freer imports from other countries and therefore also get freer acces to export to other countries. When such freer exports and imports are allowed, a country will find that there are goods that are produced at lower cost in one country than in others. Thus each country will export those goods that produced cheap in that country and import those goods that are produced cheap by other countries. This benefits the buyers of both the countries. It also help those who now are able to sell abroad. They produce more and create more employment in the production of those goods. When people get more employment in exported products industries no one need to complain. Because they are happy.
But because of trade liberlisation, some goods are imported because they are cheap abroad. When such imports come, those who were producing these goods in this country faces competition. The only way to survive with competion is to reduce costs and sell these goods at prices that are compable with the imports. Some producers succeed in doing so. But some others cannot. When they cannot they cannot sell their costly products in the face of imports. So, they close down. So, the local producion of these goods and local producers are displaced from their activity. So shutting down of production and no work for such producers is called Displacement due to liberalisation of imports. These people and producers need to be redeployed in other productive activities. How do we do that is the issue. The local and local producers displaced by competition from imports are find placement by redployment in other industries in which local production is internationally cst competitive. That is how an econom,y gains in growth and economic betterment of all people takes place.
