You hit the nail on the head. Liberal municipal policies attract an undesirable element to such cities because of liberal hand-outs, social programs ineffective law enforcement. Just look at Detroit, a city that the first black mayor wanted to make it as a middle class black community. Low-life people flocked to the city to devour all the free, liberal programs provided to them. As a result, crime shot up, law-abiding citizens moved out, police enforcement collapsed and it wound up as the crime capital of the country. Same thing has happened in San Francisco, New Orleans and Washington, D.C. The truth is, such liberal social programs are merely handouts with little respect for the people living there. Liberals think that if you provide handouts, all they have to do is wipe their hands clean and say, "See. Look at all the good things we've done."

Most conservative I would guess Salt Lake City.

By American standards....pretty much everywhere...

But generally, I wouldn't consider Toronto a terribly liberal city. The most liberal cities would easily have to be Vancouver and Montreal.
