Most of the New England states would fall under that category. Also Hawaii, New York, Maryland, Delaware.

If you include the District of Columbia as a state, then it is by far the most liberal, hands down. That is because it is just a city, without any suburbs or rural areas.

California's urban areas are probably the most liberal in the country, but the state has plenty of rural conservative areas to offset them.

Just because a governor is Republican does not mean he is a conservative Republican. Arnold Schwarzenegger is a Republican, but yet he supports the entire liberal agenda. Name tags mean nothing in this day and age, unless your a liberal Democrat playing politics. Have you ever noticed even though Arnold Schwarzenegger is a liberal doing business just like liberals do, liberal Democrats continually throw him under the bus to attempt to distance themselves from him and his failure as a governor in California ? When the truth is, he's governing with policies that would make any liberal proud. God bless.
