Both parties stripped delegates. It's just that the Democrats stripped them all, while the Republicans only took half.The reason is that both parties wanted to stop the front-loading of the primary season, and told states (with a few exceptions) not to schedule their primaries before Feb 5.
Some states, like Florida and Michigan, called the parties' bluff and scheduled the primaries early anyway. Then they found out that neither party was bluffing.
The Democrats and the Republicans just chose different methods to penalize those states.
