Depends on your state's policy. Some list the candidates alphabetically, some (like California) do a random 'draw' for ballot position. If they do the draw method, the order probably applies for every office where a candidate's party are listed (this would usually exclude local offices).

Governors have a different agenda from members of Congress and Senators. A governor has to worry about how his/her state is going to keep the programs that it has. Raising taxes in this economy is not smart and tax collections, both income and sales, have to be way down. So governors are more easily swayed to support anything that will help out their state. The federal budget is simply a trough that a good governor has to try to get his or her snout into.

wow, you've sure done alot of thinking on the issues. i'm extremely concerned about us outsourcing our ports to terrorist nations. what the hell - why don't we just outsource the secret service to iraq. as far as katrina is concerned i feel that they did what they could for those people. if you have millions of people in this situation the government cannot possibly take care of them all. it doesn't matter who's running the show. i would firstly blame the people living there who were warned to evacuate the city but didn't. it falls down to personal responsibility.
