It seems pretty clear Democrats have higher IQs on average, though the averages by state could be misleading (it could be the smartest people in each state voted against Gore even if Gore won the state).
There is a whole distribution. Republicans tend to do better with working class white voters in small towns and rural areas (low averageIQ) but they do well with some rich businessman types (high average IQ) - Democrats do better with minorities like African Americans (low IQ) and urban professionals/people with college/graduate degrees (high IQ). The democratic coalition averages out to a higher IQ, but there is a broad range within both parties.
But IQ not a very good measure of intelligence, or anything else for that matter. It reflects your ability to perform a particular type of task in a particular environment, that's about it.
