The Supreme Court ruled in the Supreme Court case of Texas v. White (1869) that Texas cannot secede. You can look up that case on Wikipedia. But we'll see how crazy Texans are after that primary, eh? Do most Texans still think they can secede, and want to? Or have most decided by now that Perry is a crackpot? I don't know. But I do know that talk of secession is most certainly anti-American.##

It is certainly not a Federal crime, as all elections are governed by state law. That is why every state has different procedures.Federal law dictates the time of federal elections, reporting of results, and some instances of eligibility. It does not mandate the conduct of the process.
