I love tea parties. I've hosted several of them.You need to focus on the table and don't worry about decorating, nice napkins and table cloths, fancy dishes, etc.

High tea is a full meal. They serve a variety of sandwiches and savory dishes like quiche, as well as sweets. A couple of choices of tea (Orange Spice and Earl Gray are my favorites) and hot chocolate (for those non-tea drinkers).

Depending on how ambigious you want to get, have your guests wear period costumes.

If this is too much, then just hats. They must be interesting, not something that the person would wear everyday. I did this at one of my parties, and everyone wore some very fun hats.

A political agenda titled the "Boston Tea Party" is a good idea actually. I wouldn't be surprised if some lobbyist group or grassroots party hasn't used it before. But if you are actually talking about treasonous criminal/military acts instead, just know that the world is much more different than it was back in the 1700's. A mob criminally rioting over oil taxes/prices would get snuffed out pretty quick, especially since dumping/burning oil will only rises the prices even more and hurt the environment. I hope you mean something along the lines of a very significant group of Americans boycotting (for an extended period of time) the use of oil as their main source of energy, and using other sources---giving actual competition to mega-oil monopolies, forcing them to lower prices to consumers and conduct their business more efficiently.
