I LOOOOVE your wedding theme. That would be my second choice if I were able to have 2 weddings. I think thats what we're gonna do for our housewarming or something I HAVE to use that theme its so great. Anyway, how about:

Check with cake decorating supply stores or party goods stores and see if you can find the cookie cutters that are made with the shapes from a deck of cards: hearts, spades, clubs, and diamonds. Use these to cut out cheeses and slices of summer sausages for a meat and cheese tray. Make finger sandwiches-some with rye bread and some with white bread-cut into squares and arrange on a tray in a chessboard pattern. Do a veggie and dip tray with mushrooms, carrots, broccoli florets, and radish roses (see 3rd link below). Spread cream cheese and strawberry jam on flour tortillas, roll up tightly, insert toothpicks at about 1" intervals to hold together while you cut. These will make neat spirals. Refrigerate then remove toothpicks before laying out on platter. Veggie Pizza would also be good, and you could cut out small pieces of tortillas with number cookie cutters and place them around to make the whole thing look like a clock.

Well for drink, go with tea, super cheap and inexpensive. For food, finger sandwiches (sandwiches cut in fourths), chips, fruit, and vegetables, cookies things like that.

You could create games like:
unscrambling tea-party terms
Guess how many tea-bags are in the clear container,
Alice in Wonderland Character charades
"Dress up" or make wacky hats
See who could come up with the most creative way to wear a bunch of hats
make teams and have them act out a scene from Alice in wonderland

For decorations make stuff out of tea bags, and go to thrift shops and buy tea mugs and use them to make decorations.

Make you invitations, you could get a picture off the internet and make a simple invitation
