Food - finger sandwiches, scones (served with beautiful preserves, lemon curd, clotted cream), delicate pastries/cakes

Tea - offer a few varieties (black, earl grey, green etc.).

The key in truly creating a beautiful "tea" is the service. Having proper china, is an absolute must. Serving equipment (trays, tiered platters, silver, china) can be rented for a caterer/restaurant supply. Good luck!

Creme puffs - you can get them in the frozen food section.
Chocolate fountain - with fruit dippers
Any small finger sandwiches. - Here's an idea: If you have a bread
maker, make your bread in pastel colors. Just color the water before
you add it to the machine.

Whatever you choose, make it easy on yourself so you can enjoy
your party also.

Sounds like what you have is perfect. Scones with jam and some kind of butter or cream cheese (you can find mock clotted-cream recipes on-line) are very traditional, too and easy to make. Crumpets are good too, but harder to make or find in the store. Find a tea you like and offer sugar, lemon and milk to go with it.
Just as important (or maybe more important) than food is spending the time to set a pretty/festive table. Have fun! Happy birthday.
